The small arms license authorizes the concealed carrying of appropriately licensed legal alarm, irritant and signal weapons (SRS weapons) outside pacified property. The SRS weapons, which the small firearms license entitles the holder to carry, must be approved by the Physikalisch Technische Bundesanstalt (PTB) and bear an appropriate marking.
The requirements for the issuance of the small firearms license are identical to those of the (large) firearms license, but the applicant does not need to prove a need or liability insurance. However, it is required that the applicant is reliable and personally suitable - this is checked taking into account the following criteria:
- No previous convictions other than no more than a custodial sentence, juvenile sentence or fine of less than 60 daily rates, if five years have not elapsed since the last conviction became final.
- Safe storage of the weapon(s)
- minimum age of 18 years
- no confirmed drug or alcohol addiction
- physical and mental fitness
The competent authority determines whether the reliability is given with the help of the local police department and with inspection of an excerpt from the Central Public Prosecutor's Procedure Register. In addition, an extract from the Federal Central Register and, since February 20, 2020, a query from the Office for the Protection of the Constitution (see also Weapons Act (Germany)) on the person of the applicant is obtained.
The unreliability is determined if the applicant, for example, with at least 1.6 per mille blood alcohol concentration in connection with a behavioral conspicuousness in appearance, or with less than 1.6 per mille but under the influence of alcohol repeatedly behavioral conspicuousness.
The small firearms license does not require any proof of expertise - unlike the firearms license or the firearms possession card. The competent authority must issue a small firearms license to anyone who meets the above requirements. The processing usually takes three to eight weeks, depending on the authorities. Depending on the region, the issuing authority is the police, district office, public order office, district administration department or municipality.
Attention: The small firearms license does not entitle to shoot but only to carry in public!
The small firearms license is only valid in conjunction with a valid passport or identity card!
